Sydney Consensus:
Unite Against Dictatorship and Invasion, and Preserve Peace

September 2022, Sydney, Australia


  On 24th – 25th September 2022, a conference on The Situation of the Taiwan Strait and Cross-Strait Relations after the 20th National Congress of the Chinese Communist Party (CCP) was held in Sydney, Australia. The event was hosted by the Chinese Alliance for Democracy and co-organized by Qi's Cultural Foundation, ANZ Alliance for Victims of Chinese Communist Regime, and Beijing Spring. It was attended by over fifty scholars, human rights activists of Han Chinese, Tibetan and Uyghur ethnicities from Australia, New Zealand, United States, Taiwan, Hong Kong, and mainland China. Other international friends and democracy movement advocates also participated in the discussions.

  The meeting conducted detailed analyses and discussions on the current situations of mainland China, Hong Kong & Macau, the Taiwan Strait and the whole world.

  Today's China, under the dictatorship of the CCP, especially under the totalitarian rule of Xi Jinping, is retreating rapidly and comprehensively towards the totalitarian societies of Mao Zedong and Adolf Hitler. The CCP has carried out racial and cultural genocide against non-Han ethnic groups, manifest in the re-education camps in Uyghur community and Sinicization of Tibet. In Hong Kong, the Xi regime has completely subverted the original rule of law and free society with the Hong Kong version of the National Security Law. Meanwhile, the totalitarian regime has tried to annihilate the religious communities, cracked down on Falun Gong, persecuted house churches, and stationed Party branches in temples; it has imprisoned human rights lawyers; it has imposed "no blind spot" comprehensive monitoring and suppression of speech and information circulation; it has resorted to kangaroo court trials of the dissidents, by abusing the use of the crime of “picking quarrels and provoking trouble” ; it has exported state terrorism to overseas such as cross-border kidnapping; and it has infiltrated and subverted the international democratic societies by means of technological theft, money and sex bribes, election interference, bullying and intimidation, and cultivation of political proxies. For the Wuhan Virus, the Communist Party of China first blocked the information and covered up the pandemic, causing the virus to spread and endanger the whole world, then it imposed Zero-Covid policy, causing endless humanitarian disasters.

  At the current stage in particular, Xi Jinping and Putin have formed a new Axis of Evil, becoming the sources of new world wars. Putin not only launched an invasion war against Ukraine, intending to reclaim the “glory” of the Tsarist imperial territory, but also suffered continuous defeats after the invasion. It has continuously issued threats to escalate the war, even threatening nuclear intimidation and blackmail. On the other hand, Xi Jinping, who is trying to seek “re-election” through the 20th Party Congress, has ordered a mad "encirclement exercise" around the Taiwan island to fire missiles and fly military planes cross the border to threaten Taiwan. Xi has issued military and war threats to the free and democratic Taiwan, in order to establish his historic status as a great dictator standing shoulder to shoulder with Mao Zedong.

  Considering the above, the conference has reached the below consensus:

1. The Chinese Communist Party regime is the biggest threat to the world peace today, and the chief backstage supporter for other dictatorship regimes. The world peace has no guarantee without getting rid of the tyranny of the CCP.

2. Local self-government and residents’ self-determination, under the principle that sovereignty lies with the people, are the cornerstones of modern democracy and international relations. They are also the core values enshrined in the United Nations Charter, and in the two international treaties of human rights.

3. Taiwan is an exemplary success story for constitutional rule and liberal democracy. The CCP’s military invasion to Taiwan would be one dictatorship declaring war on all democratic nations. The free and democratic nations must defend Taiwan strenuously, just like they have defended the free West Berlin in the Cold War. Any alteration to the current status of the Taiwan Strait must be determined by a referendum including all the Taiwanese people under no military threat.

4. The international democratic societies shall unite to help the Taiwanese people in defending their freedoms, self-government, peace, democracy, rule of law, rule of constitution, and way of life.

5. All peoples currently under the Chinese Communist Party’s dominance or threat, shall mutually respect and understand each other, and cooperate in unity, in bringing down the CCP hegemony, and establishing a peaceful, live-and-let-live and mutually beneficial regional structure through negotiations and dialogues.

6. Peace is the most important principle within the United Nations Charter. How both sides of the Taiwan Strait can maintain peace is the focus of the whole world. A war will definitely bring catastrophes to the peoples of both sides. Under all circumstances, we will make the utmost effort to oppose the plans of the communist regime to militarily annex Taiwan, and to prevent the war from happening.
